Donald B. Flanagan – Founder

Mr. Flanagan is a business solutions architect and operations management executive having successfully grown four thriving companies from start-up to millions in annual sales through growth strategies, effective business planning and creative sales techniques. A sharpened executive in business development, market assessment and clientele portfolio management, single handedly launched a Boston based Public Affairs and Issues Management Company. Within four years the company expanded from a one-man operation to a nationally recognized entity with dozens of high profile clients throughout the Northeast and Washington, DC. Mr. Flanagan’s Public Affairs Company was consistently recognized as the number 1 “Lobbying” company in Massachusetts, by the Boston Business Journal and by Best of Boston Top Lobbying Firm.

Mr. Flanagan has a comprehensive understanding of security measures and with technology needs of the law enforcement community. For over 20 years, he served as government relations counsel to some of the largest interests in corporate America and has represented both technology and manufacturing companies seeking to enhance Public Safety, Defense and Homeland Security. Mr. Flanagan’s former clients include Airborne Law Enforcement Association (ALEA), L-3 Communications, Lockheed Martin, Finmeccanica and the Massachusetts Environmental Police. From 1991 to 2008, he served as Chief Government Counsel to the State Police Association of Massachusetts (SPAM) and oversaw all of its governmental relations matters, including its major capital expenditures and directed funding. Mr. Flanagan also represented the National Troopers Coalition and was often called upon as a law-enforcement expert to testify before the United States Congress and the Massachusetts General Court.

Mr. Flanagan also worked with United States Department of Defense on several classified matters designed to protect high value military targets against terrorism. Mr. Flanagan deployed military defense and nuclear security force protection and critical asset protection systems throughout the Middle East and U.S military facilities abroad and in the U.S military’s Area of Operations (AOO). Additionally, Mr. Flanagan worked and partnered directly with The Technical Support Working Group (TSWG), US Army Rapid Equipping Force (REF), Marine Corps Warfighting Labs (MCWL), the Defense Logistics Agency (DLA) and US Central Command (Centcom).

Presently; Mr. Flanagan manages the state and the federal government relations for the company, primarily with the US Department of Homeland Security, US Department of Justice and State Public Safety and Homeland Security agencies. He is an experienced political strategist and served in the Massachusetts Governor’s office for former Governor Edwards J. King. Mr. Flanagan is a member of the Republican Governors Association (RGA) and has many personal relationships with many of the US Governors, key Congressional Leaders and with Senior Trump Administration officials. Mr. Flanagan currently serves on Massachusetts Governor Charles D. Baker’s Finance Committee as well as Lieutenant Governor Karyn Polito’s Finance Committee. Mr. Flanagan also served on President Donald J. Trump’s Presidential Campaign Committee in New Hampshire.

Mr. Flanagan holds a B.S. and B.A. from Northeastern University and an MPA from Harvard’s Kennedy School of Government. In July 2012, Mr. Flanagan was awarded the coveted U.S. Navy SEAL “Paddle” for his enduring support of U.S. Navy SEALs and Special Operations Forces.
